To quickly and surely lock a winding end terminal of a filament taken up round a bobbin, and to improve quality by inhibiting adhesion of a pressure sensitive adhesive to the terminal of the filament.

When the bobbin 1 is fully loaded with the filament, the filament is cut to drop the winding end terminal 2 of the filament below the bobbin. The dropped filament winding end terminal 2 is picked up, a winding end clamp device is made close to a drum part at the middle height of the bobbin, and a filament terminal pickup pin 6 on which the winding end terminal 2 is hooked is raised to the middle height of the bobbin. The filament terminal pickup pin 6 is rotated around the periphery of the bobbin to be engaged in the central part of the winding end terminal clamp device, and the terminal clamp device is closed to hold the winding end terminal 2 picked up by the terminal pickup pin. The winding end terminal clamp device holding the winding end terminal is moved backward, and the bobbin 1 is reversed to lock the winding end terminal of the filament.
