To successfully perform heat exchange of continuous-belt-like packaging bags without bringing the packaging bags with contents filled and packaged into direct contact with a thermal treatment medium and also to simplify manufacture of a heat-exchange processor for performing heat exchange.

The heat exchange processor includes a rotating drum for carrying continuous-belt-like packaging bags P with a liquid substance sealed as contents for heat exchange, a supply part 8 for supplying a thermal treatment medium for heat-exchanging the packaging bags P on a side of a rotation spindle 5 of the rotation drum, a discharge part 9 for discharging the thermal treatment medium after heat-exchanging the packaging bags P on the other side of the rotation spindle 5 of the rotating drum, and a heat exchange part 12 connecting between the supply part 8 and the discharge part 9. The heat exchange part 12 is formed by placing a hollow pipe 13 made of metal with high thermal conductivity for circulating the thermal treatment medium along an outer periphery of the rotating drum, wherein an end of the hollow pipe 13 is coupled and fixed to the supply part 8 while the other end of the hollow pipe 13 is coupled and fixed to the discharge part 9.
