To provide a heat insulation panel which has high local compression strength and bending strength, and dramatically improves water resistance.SOLUTION: A heat insulation panel is manufactured by heating, fusing and integrating a multi-layer film in which an ethylene-vinyl-acetate-copolymer film 6 is laminated on a polyester terephthalate film 4 using melted polyethylene 5, to a heat insulation material composed of a phenol resin foam and an urethane resin foam 1 using glass fiber mixed paper 2 as a surface material.SELECTED DRAWING: Figure 3
