The hole cover 10 of the steering device is disposed between a steering shaft 31 extending through a dash panel 21 of a vehicle via a through-hole 21a disposed in the dash panel 21, and the dash panel 21, and closes between the through-hole 21a of the dash panel 21 and the steering shaft 31. The hole cover 10 includes an outer cover 11 attached to the dash panel 21; and a center cover 12 which is disposed between the outer cover 11 and the steering shaft 31, and closes, together with the outer cover 11, the through-hole 21a of the dash panel 21.
