To provide a hydrogen generation apparatus and a hydrogen generation system which are reduced in size and efficiently increase the amount of hydrogen generated while suppressing generation of carbon monoxide (CO), and to provide a hydrogen generation method in which steps are simplified and by which the amount of hydrogen generated is efficiently increased while suppressing generation of carbon monoxide (CO).
The hydrogen generation apparatus comprises a first treatment means A in which water and fuel gas including carbon, hydrogen and oxygen are supplied between electrodes 3a, 3b, and plasma is generated by applying a voltage between the electrodes 3a, 3b to reform the fuel gas; and a second treatment device B in which reformed gas containing carbon monoxide reformed by the first treatment means A and water are exposed to light to carry out photo-treatment by which those are decomposed into carbon dioxide and hydrogen.
