CONSTITUTION: A first memory and a second memory are controlled so that for a luminance signal, digital picture data of a format 4:2:0 is repeatedly stored in the order of a first memory 2, a second memory 3, a second memory 3, and a first memory 2 from the upper end of a picture frame every two lines, for a color difference signal, digital picture data is repeatedly stored in the order of a second memory 3, a first memory 2 a first memory 2, and a second memory 3 from the upper end of a picture frame at every two lines. For example, when local region data in a frame picture is transferred, since data of the local region in the frame is separately stored in the first memory 2 and the second memory 3 with a unit of a line for Y picture and Cb picture/Cr picture, the adjacent line data is simultaneously transferred to the second memory 3 transferring some line data to the first memory 2.
