An illuminating device includes: a first light-emitting element; and a second light-emitting element providing light emission color having a wavelength longer than that of a light emission color provided by the first light-emitting element, and starting light emission by voltage lower than that of the first light-emitting element. By connecting the first light-emitting element and the second light-emitting element in parallel, the light emission color obtained by mixing the light emission color of the first light-emitting element and the light emission color of the second light-emitting element can be controlled by voltage applied to the first light-emitting element and the second light-emitting element.
