PURPOSE: To attain hand blur correction without deteriorated picture quality with stable picture quality by solving a jitter problem caused when a still picture is picked up because hand blur correction accuracy is line accuracy in the image pickup device on which a hand blur correction function using a multi-line solid-state image pickup element is mounted.

CONSTITUTION: A scanning area moving circuit 103 moves a valid scanning area so as to correct a hand blur by an integral part of a motion vector detected by a motion vector detection circuit 105 to read a signal from a solid- state image pickup element 101. Moreover, a vibration means 102 vibrates the solid-state image pickup element 101 so as to correct a hand blur residual error by a fraction part of the motion vector thereby implementing hand blur correction with stable picture quality.
