The public terminal 3 having a charge processing part for collecting a charge through a card and the like is connected via an exchange 2 to a center server 1 of an Internet connection intermediator contracting with a specific provider while being under contract for an information fee collection proxy service. By a dial-up call from the public terminal, the center server is connected to the server of the provider to gain access to a previously set URL for taking in image information from the URL and transferring it to the public terminal. In the public terminal, the received image information is displayed on a display, while screen operation on the display is carried out in an operation part for getting access to a new URL freely via the center server, and a communication rate and a usage fee charged every unit time according to an information fee rank are collected via the exchange by means of the charge processing part.
