A center 20 storing a plurality of categories for classifying the question by relating to a cleverness degree of each respondent to each category obtains the question by the natural language and the category of the question from the questioner's side terminal 10, determines the respondent of an output target of the question based on the cleverness degree for each respondent in the category of the question, outputs the question to a respondent's side terminal 30 of the determined respondent, obtains the response by the natural language to the question from the respondent's side terminal 30, and outputs the response to the questioner's side terminal 10.
