To enable the transmission of a voice message desired to be transmitted in a simple way even if the communication between a calling party side telephone and a destination party side telephone becomes poor.
The calling party side telephone 100 comprises a voice storage unit 105 for storing a voice message of a user based on an instruction from the user when communication becomes poor after the communication is connected, a transmit/receive unit 109 for transmitting the voice message stored in the voice storage unit 105 to the telephone 200 on the other end to which communication is connected. The telephone 200 on the other end comprises a transmit/receive unit 201 for receiving the voice message from the telephone 100, a voice storage unit 205 for storing the voice message received by the transmit/receive unit 201, a display unit 212 for indicating the receipt of the voice message by the transmit/receive unit 201, and a voice output unit 209 for outputting the voice message stored in the voice storage unit 205 based on an instruction from the user.
