A characteristic quantity detecting means 3 calculates the physical characteristic quantity thereof and a storage means 4 stores the physical characteristic quantity calculated by this characteristic quantity detecting means 3. A comparing means 5 compares the stored recording quantity, thereby deciding the physical condition of the user. The result of the decision is announced to the user by an announcing means 6.
