To provide a light-emitting device formed by connecting a plurality of metal flat plates with an insulating resin layer and having high mechanical strength, and a manufacturing method of the light-emitting device.SOLUTION: A light-emitting device 100 includes a substrate structure that includes a plurality of metal substrates 11 and 13 that are juxtaposed with a gap in between, include a portion along a straight line intersecting two or more sides facing the gap of each upper surface, and have shapes complementarily to one another, and an insulation coating film 17 that has a filling portion that is formed so as to cover the plurality of substrates as a unit and to cover one substrate surface of each of the plurality of substrates to fill the gap, and has a plurality of openings that expose the one substrate surface of each of the plurality of substrates, and a plurality of light emitting elements 31 and 33 arranged on the one substrate surface exposed by the plurality of openings.SELECTED DRAWING: Figure 1
