In a ligneous pavement block formed in this way, the bark 1 of a coniferous tree rich in water retentivity and elasticity becomes a fibrous and is formed into a block by being entangled and by interposition of the emulsion, and sand mixed between bark fibers mutually joins by the cement action to enhance hardness and strength as a whole, so that water retentivity is maintained as a whole, a balance between elasticity as a pavement surface and hardness as a block body can be kept, and a manufacturing cost can also be reduced.
