PROBLEM TO BE SOLVED: To provide a liquid softener composition excellent in viscosity stability and dispersion stability of a functional capsule.SOLUTION: In a manufacturing method of a liquid softener agent composition containing following (A) to (D), (A) at least one kind of compound selected from a group consisting of an amine compound may be segmented by an ester group (-COO-) and/or an amide group (-NHCO-) and having 1 to 3 hydrocarbon group with 10 to 26 carbon atoms in a molecule, a salt thereof and quaternary article thereof, (B) an inorganic salt, (C) a functional capsule and (D) viscosity adding agent with mass ratio of the (A) component to the (B) component [A/B] of 25 to 240 and mass ratio of the (A) component to the (D) component [A/D] of 8 to 100, initial emulsification of an oil phase mixture containing the (A) component is conducted using a water phase mixture where the (B) component is dissolved.SELECTED DRAWING: None
