The eccentric part 12c of a rotationally moving plate 12 fixedly secured with the shaft 7 of an operation handle is connected to a slide plate 14 pulled out slidably in the right and left direction and received inside, through a link 18. A working plate 13 having a rotational movement obstructing piece 13b capable of obstructing rotational movement of the rotationally moving plate 12 by engaging with the projecting part 12b provided on the rotationally moving plate 12 is pulled out slidably in the right and left direction and mounted inside, and the slide plate 14 is provided with an electromagnet 16 which attracts the working plate 13 at carrying current, and can move the working plate 13 together with itself in the direction of the released position at operating rotational movement of the operation handle.
