The luminescent braille device 1 forming at least one braille cell is comprised of a braille plate base material 8, a conductive film 6 applied on the surface of the base material 8, a circuit pattern (groove) 7 formed on the conductive film 6, a surface mounting type LED element 4 smaller than a prescribed size and arranged on the circuit pattern (groove) 7, and a dome-like transparent material 5 in the shape and size of the braille projection part fixed on the conductive film 6 and enclosing the LED element 4.
