There is provided the manufacturing method in which an outline (2) of a region is piled up to be printed with fluororesin ink which is incompatible with the potting liquid by screen printing at a region for making build-up with the potting liquid on a surface of a sheet (1), thereby achieving prevention so that the fluororesin ink repels the potting liquid, and when the potting liquid is dropped to the inside (3) or outside (4) of the outline (2), the potting liquid is piled up to be higher than the outline (2) by the surface tension of the potting liquid and then the potting liquid is cured.
