A fuel battery cell 10 constituting a PEFC includes an MEA member 7 having an MEA 5 and a plate-like frame body 6 in which the MEA 5 is arranged by holding the peripheral part of a polymer electrolyte membrane 2; and a pair of separators 8, 9 laminated on both sides of the MEA member 7 and having a reaction gas passage in a region coming in contact with the MEA 5. The frame body 6 has a fuel gas supply manifold hole 11, an oxidant gas supply manifold hole 13, a cooling water supply manifold hole 15, a fuel gas exhaust manifold hole 12, an oxidant gas exhaust manifold hole 34, a cooling water exhaust manifold hole, and a water permeation member 40 having water absorbing property and water releasing property, coming in contact with the polymer electrolyte membrane 2 and forming at least a part of the wall of at least one of the cooling water supply manifold hole 15 and the cooling water exhaust manifold hole 16.
