Embodiments of the present invention disclose a measurement reporting method. The method in the embodiments of the present invention includes: configuring, by a first network device, first information and/or second information for user equipment UE, where the first information includes a first threshold and/or a second threshold, the first threshold is used to trigger a first type of measurement event, the second threshold is used to trigger a second type of measurement event, the second information is used to instruct the UE to report a first measurement result and/or a second measurement result, the first measurement result is a cell measurement result, and the second measurement result is a beam measurement result; delivering, by the first network device, the first information and/or the second information to the UE, so that the UE reports a measurement result to the first network device when a measurement event is satisfied; and receiving, by the first network device, the measurement result sent by the UE. The embodiments of the present invention further provide a network device and user equipment. The embodiments of the present invention satisfy reporting of a beam measurement result, and better adapt to measurement in a dense network.
