Abstract:

To provide a measuring device and a measuring method having high reliability, capable of calculating a permeation characteristic of a protonic solvent of a membrane.

The measuring device 1 has a static magnetic field application part (magnet 113) for applying a static magnetic field to a solid polymer electrolyte film 115; a small-sized RF coil 114 smaller than the solid polymer electrolyte film 115, for applying an oscillating magnetic field for excitation to the solid polymer electrolyte film 115, and acquires an NMR signal corresponding to the oscillating magnetic field for excitation; and a permeation characteristic operation part 132 for acquiring a spectrum of a chemical shift value showing only methanol based on a nuclear magnetic resonance signal acquired by the small-sized RF coil 114, and calculating the permeability of methanol on a specific spot in the solid polymer electrolyte film 115, based on the spectrum intensity.
