A rotating body 14 is rotated by making a magnet 12 attract an attraction member 15. A blocking plate mounting bracket 19 of an attraction force releasing device 11 is driven by an electric motor 22 to place stopping plates 20 between the magnet 12 and the attraction member 15. By depriving the attraction member 15 attracted by the magnet 12 of the attraction force with the blocking plates 20, the attraction force of the magnet 12 which attracts the attraction member 15 is released to cause the rotating body 14 to generate torque.
