A frequency band (f) in a slot (n) is obtained according to an equation {(n-1)modF)+1=f (where an expression A mod B shows a residue of A divided by B), a pattern 1 is generated by changing a variable (n) in an operating frequency region [n, f] of each slot in a range of n=1-n=8, and a frequency band in a slot 1 is obtained as 1, a frequency band in a slot (n-1) as fn-1, and a frequency band (f) in the slot (n) is obtained according to an expression of [{(fn-1-1)+k} mod F]+1=f. So long as the frequency band (f) obtained for a frequency band to be assigned to the slot (n) has already been assigned to any of the slot 1-slot (n-1), a frequency band (f+1) is again assigned to the frequency band (f) in the slot (n). Patterns 2-7 each to be generated by changing the variable (n) in the operating frequency region [n, f] of each slot in a range of n=1-n=8 are generated by changing further a variable (k) in a range of k=1-k=8 according to the expression of [{(fn-1-1)+ k}modF]+1=f.
