So long as the frequency band (f) obtained for a frequency band to be assigned to the slot (n) has already been assigned to any of the slot 1-slot (n-1), a frequency band (f+1) is again assigned to the frequency band (f) in the slot (n). Patterns 2-7 each to be generated by changing the variable (n) in the operating frequency region [n, f] of each slot in a range of n=1-n=8 are generated by changing further a variable (k) in a range of k=1-k=8 according to the expression of [{(fn-1-1)+ k}modF]+1=f.
