An emulsion fuel is formed (S101) by mixing a material containing an organic chlorine compound with a chlorine-remover reacting with the chlorine component contained in the material to form harmless salts instead of the chlorine component, with a liquid combustible component. The emulsion fuel may be utilized as a fuel for a thermal cracking processing (S102). A liquid material containing a hydrocarbon component is cited as the liquid combustible component, and exemplified by various kinds of waste oils, and oils and fats generated at forming process of various kinds of products. A toxic substance-remover for reacting with a toxic substance component in the raw material to form the harmless salts instead of the toxic substance is properly added to and mixed with the raw material.
