PURPOSE: To suppress the trouble occurring in the highness of use frequencies and to lessen the maintenance which arises exclusive of periodic maintenance by providing the plural units of respective devices with the use frequency monitor means and decreasing the differences in the use frequencies of the respective devices.
CONSTITUTION: The use frequencies of the device in use are detected by the use frequency monitor sections 6 of the respective devices 1 to 3. Next, the use frequencies of the device in use and the standard use frequencies are compared and whether the use frequencies are above a standard value or not is judged by the use frequency monitor sections 6. The use frequency monitor sections 6 announce the use frequencies to a control section 5 if the use frequencies are above the standard value. The control section 5 which receives the announcement shifts the device in use in the state of temporarily prohibiting the use. The use frequencies of even the device made unusable are detected by the use frequency monitor sections 6. The device is shifted into the usable state if the use frequencies do not exceed the standard value any more. The devices having the higher use frequencies are made unusable in such a manner, by which the use frequencies of the respective devices are averaged.
