AC electromagnets 15 are arranged over the whole length of a meniscus part 14 approximately and immediately above a meniscus part 14 between the molten metal 5 in a molten metal pouring basin 4 and rolls 1, 2 so that the direction of the magnetic flux is approximately orthogonal to the level of the molten metal 5, and DC electromagnets 16 are arranged over the whole length of the AC electromagnets 15 above the AC electromagnets 15 so that the direction of the magnetic flux is approximately orthogonal to the level of the molten metal 5. Under the condition where the DC magnetic field is applied by the DC electromagnets 16, the induced current is generated in the molten metal 5 by applying the AC magnetic field in the vicinity of the meniscus part 14 between the molten metal 5 in the molten metal pouring basin 4 and the rolls 1, 2, and the molten metal 5 is subjected to the high frequency vibration by the Lorentz's force due to the interaction of the induced current and the DC magnetic field.
