PROBLEM TO BE SOLVED: To prevent powder from scattering and dropping around a container by filling an approximately half amount of a powder by a first filling apparatus while applying vibration to a filling nozzle, thereafter deaerating the inside of the powder by an intermediate deaerator, and then filling the remaining half amount of the powder by a second filling apparatus while applying vibration to the filling nozzle.
SOLUTION: A toner cartridge (container body) carried on a belt conveyer 600 stops at a position of a first filling apparatus 200, and deaeration is performed while filling a toner to fill the toner cartridge with an approximately half amount of the toner. Subsequently, the toner cartridge stops at a position of an intermediate deaerator 400 if needed, and further deaeration in the toner is performed by an air suction rod. The toner cartridge filled with the approximately half amount of the toner is filled with the remaining half amount of the toner by a second filling apparatus 300. Since a powder can be smoothly fed out from a filling nozzle, the powder can be filled well, thereby largely reducing filling time and preventing the powder from dropping around a storage container.
