A pulverized mineral such as silt is dried in a greenhouse where drying is performed by the sun light, the pulverized dried mineral is agitated and mixed with an organic waste material such as the garbage generated in a living and they are crushed, and the fermentation of the agitated and mixed mixture is accelerated by spreading the mixture in a plain shape while being loosened to ferment compost.
