The method of treating the alkaline component-containing fly ash comprising adding an alkali removing agent containing a carbon component to the alkaline component-containing fly ash and heating the fly ash in the presence of oxygen. The method of treating the alkaline component-containing fly ash comprises adding an alkali removing agent containing a carbonate component and/or hydrogencarbonate component to the alkaline component- containing fly ash and heating the same. The alkaline component in the alkaline component-containing fly ash is removed by the hydrocarbon formed by the heating.
