To provide a non-fluorine-based oil-resistant paper which can be produced with high efficiency and is excellent in oil resistance.

The oil-resistant paper has an oil-resistant layer including an anionic synthetic resin on at least one side of a paper substrate, and a cationic polymer is contained in the paper layer or the surface layer of the paper substrate, and a content of the cationic polymer is 3-20 mass% of solid content based on a pulp constituting the paper substrate. The anionic synthetic resin is at least one kind selected from a styrene-butadiene copolymer and a (meth)acrylic acid alkyl ester-based copolymer.
