This paper cutter includes: a sheet sheaf positioning unit 4 for positioning a bundled sheet sheaf; a conveying passage for conveying the sheet sheaf S to the sheet sheaf positioning unit 4; a rotary moving mechanism 6A for rotating and moving the sheet sheaf S while holding the sheet sheaf S; a cutting unit 6B having a cutting blade 20 for cutting the edge part of the sheet sheaf S positioned in a predetermined position by the rotary moving mechanism 6A and a cutting blade receiver for receiving the cutting blade 20; a cutting chip detecting sensor for detecting the movement of cut chips after the end of cutting the edge part of the sheet sheaf S; and a control part for controlling the drive of the cutting unit 6B.
