To provide a paper sheet feeder, and an image forming device capable of easily and reliably preventing any abnormal paper feed at low cost.
A manual feed tray 20 with a paper sheet bundle P1 placed thereon and a paper sheet push-up plate 40, and a paper feed roller member 50 which is arranged facing an upper portion of a fore end of the paper sheet push-up plate 40 and rotated to successively deliver paper sheets P one by one from the highest paper sheet P of the paper sheet bundle P1 on the paper sheet push-up plate 40 are provided. The paper sheet push-up plate 40 is constituted in a posture changing manner between the abutting posture S2 in which fore end edges of the placed paper sheets are abutted on a circumferential surface of a paper feed roller body 51 of the paper feed roller member 50 by the elevating/lowering operation of the fore end side, and the separating posture S1 in which the fore end side of the placed paper sheet bundle P1 is separated from the circumferential surface of the paper feed roller body 51. A release recess 43 longer than the roller width of the paper feed roller body 51 is formed in the fore end edge of the paper sheet push-up plate 40.
