To allow a subscriber of a mobile communication unit to make a phone call with a pay phone without using cash or a prepaid telephone card.

A pay phone usage card issued from a pay phone management device to a subscriber of a mobile communication device beforehand is read by a pay phone. The subscriber of the mobile communication device is identified as a service registration subscriber by information read from the pay phone usage card. According to this arrangement, the subscriber can use a pay phone actually if pay phone usage is authenticated. Collection request on a call fee for the user is sent from the pay phone management device to the mobile communication system. The mobile communication device charges the call fee to the subscriber of the mobile communication device and a pay phone call service, on top of a call fee for the subscriber of the mobile communication device. The mobile communication device sends the call fee to the pay phone management device, out of call fees collected from the subscriber of the mobile communication device.
