To provide a method for forming hydrophilic coating of highly hydrophilizing the surface of a base material and a coating composition used for operating the method.

The coating composition contains a film forming element of forming a coating film of a silicone resin accompanied with curing and particles of a photocatalyst dispersed in the film forming element. When the photocatalyst is photo-excited after the coating film of the silicone resin is formed by applying the coating composition on the base material and curing, an organic group bonded to a silicon atom in the silicone molecule on the surface of the coating film is replaced by a hydroxy group in the presence of water by the photocatalytic action to highly hydrophilize the surface of the coating film.
