Abstract:

PURPOSE: To realize coding/decoding of a layer of a non-interlace picture by forming and coding an interlace picture and coding the non-interlace input picture.
CONSTITUTION: An input picture 21 has a non-interlace structure and is inputted to a down sampler 22, in which the picture is converted into an interlace picture with low resolution and a picture in a block format is stored in a frame memory 23, where a motion vector is detected, a motion compensation circuit 25 selects a macro block type, a differential device 26 takes a difference between the input picture and a predicted error and outputted to a discrete cosine transformation(DCT) circuit 27. A quantization circuit 28 quantizes DCT transformation data and they are fed to a variable length coding circuit 29 and an inverse quantization circuit 30. Furthermore, a prediction picture of a subordinate layer has an interlace structure, an up-sampling circuit 34 applies interpolation to the non-interlace picture and the result is inputted to a time space prediction device 39 of a host layer.
