PURPOSE: To generate a new picture signal, and to eliminate a noise component in the picture signal obtained by use of a dither method, by logically operating the first picture signal which is binary-coded and serial, and the second picture signal which delays said signal by one picture element portion.
CONSTITUTION: The first picture signal Sa obtained by scanning an original is inputted to one input terminal of an AND circuit 1 and a memory 2, and the second picture signal Sb which delays the signal Sa by one picture element portion is outputted from an output of the memory 2. This signal Sb is applied to the other input terminal of the AND circuit 1, logical operation of the signals Sa, Sb is executed by the AND circuit 1, and a new picture signal Sc is outputted. Also, when the first picture signal Sa is an inverted picture, an OR circuit is used as a logical circuit. Subsequently, an independent noise part A and a periodical noise part B existing in the first picture signal Sa are eliminated by the logical operation, and the new picture signal Sc is outputted.
