A substantially arc-shaped recess 10 is formed in a bracket 2 having an opening 9 opening forward. A jaw member 3 is pivoted to the bracket 2 to be rotatable between a holding position and a releasing position. A stopper 4 is pivoted to the bracket 2 to be rotatable between a locking position and a non-locking position, and is rotatably urged to the locking position. The stopper 4 in the locking position inhibits the jaw member 3 from rotating from the holding position to the releasing position, while allowing the jaw member 3 to rotate from the releasing position to the holding position. Further, the stopper 4 in the non-locking position allows the jaw member 3 to rotate from the holding position to the releasing position. An urging means 20 exceeds the dead point on the way of rotation of the jaw member 3 and selectively holds the jaw member 3 at the locking position or the non-locking position.
