To provide a manufacturing method of a sleeper which enables an embedded plug to be accurately fixed in a sleeper, which enables a fixing agent to be uniformly filled in the circumference of the embedded plug and provide the sleeper which can achieve high precision in the burial position of the embedded plug in the sleeper.

The embedded plug 3 includes a cylindrical part 7 and a brim part 4. The cylindrical part 7 includes a female screw 5, and the brim part 4 is formed at one end of the cylindrical part 7. A hole 11 for a bolt, a hole 12 for the embedded plug, and a hole 13 for the brim part are formed in the sleeper 1. The hole 11 for the bolt is opened on the top surface 30 side, and the hole 12 for the embedded plug becomes a large-diameter hole from the hole 11 for the bolt at the point of an embedded plug contact step part 16. The hole 13 for the brim part is continuous with the hole 12 for the embedded plug, and is opened on the undersurface 31 side. The cylindrical part 7 of the embedded plug 3 is stored in the hole 12 for the embedded plug so that the other end of the cylindrical part 7 can be brought into contact with the embedded plug contact step part 16 of the sleeper 1. Then the embedded plug 3 is positioned and fixed in the sleeper 1 by a position jig 40 in a state where the brim part 4 is separated from the hole 12 for the embedded plug. The position jig 40 is screwed to the female screw 5 of the embedded plug 3. Resin 20 is filled into the hole 12 for the embedded plug and the hole 13 for the brim part.
