A front plate in which a dielectric layer and a protective layer are formed, in this order, on a front substrate on which a plurality of display electrodes, consisting of a plurality of scan electrodes and a plurality of sustain electrodes, are formed so as to cover the display electrodes, and a back plate in which an insulator layer is formed on a back substrate on which a plurality of data electrodes are formed so as to cover the data electrodes are disposed to face each other and sealed with a sealing member. In a plasma display panel thus manufactured, the plurality of sustain electrodes include a common electrode which can be short-circuited electrically. The common electrode is stretched in parallel with the data electrodes, and is larger than the width of the sealing member being formed.
