To provide a ply forming apparatus and a ply forming method by which a ply having a uniform cord space, moderate thickness and smoothness can be obtained while making topping rubber sufficiently invade between element wires without damaging a steel cord.
The ply forming apparatus is equipped with an extruder 6 which supplies the topping rubber 5 to dies 4, an endless belt 8 and a pinching roller 9 which pinch the steel cord 3 covered with the rubber. Among rollers wound by the endless belt 8, an upstream roller is a concaved roller 12. The steel cord 3 is made to intrude between the element wires while being covered with the rubber to thickness of no damaging by passing through the dies 4. The steel cord 3 at a side edge part spreading when pinching approaches a center side along a concaved shape of the concaved roller 12 in advance. Broad pinching surfaces of the endless belt 8 and the pinching roller 9 pinch the two or more steel cords 3 covered with the rubber. Two or more steel cords 3 are integrated to form a ply 2 with uniform cord space and smoothness.
