To obtain both powder subjected to surface coating treatment with lipophilic titanium oxide, having excellent dispersibility to an oily material and various properties such as ultraviolet absorption, etc., without particularly whitening powder to become a nucleus and powder whose surface is densely coated with titanium oxide and to apply these powders to a skin preparation for external use.
A titanium alkoxide, its oily solution or dispersion is formulated with one or more kinds of organic compounds containing an atom and/or a polar group having a lone electron-pair in the molecule and powder and hydrolysis and polycondensation reaction of the titanium alkoxide are advanced on the surface of the powder to give powder subjected to surface coating treatment with lipophilic titanium oxide. Further the powder subjected to the surface coating treatment is baked, one or more kinds of the organic compounds are removed to give powder subjected to coating treatment with titanium oxide. One or more selected from these powders subjected to the surface treatment are added to a skin preparation for external use.
