A bottom opening part 18 of a hopper 10 is connected with a funnel-shaped chute pipe 30 via an inclined porous plate 22 inclined at a predetermined angle to a horizontal plane, and the chute pipe is supported by a support frame body 44 having vibration imparting means 32, and is constituted so as to properly adjust dispersibility and fluidity of the powder of flowing down by imparting vibration together with the inclined porous plate by the vibration imparting means, and a lower end opening part 31b of the chute pipe 30 is also connected with a flexible elastic pipe 34, and gate means 50 is provided by oppositely arranging a pair of opening-closing plates 52 and 54 for mutually approaching-separating to an outside surface of the flexible elastic pipe, and is constituted so as to discharge the powder by making the powder flow down intermittently and quantitatively.
