To provide a wire bobbin turning device capable of turning even a heavy wire bobbin without damaging wire and without fixing a place.

A bobbin turning device comprises: a bobbin support shaft 6 which is inserted into a shaft hole 14 of a wire bobbin 2; a bobbin holding tool 3 which has a stationary plate 9 supporting the bobbin support shaft 6 and contacting a collar 8 of the wire bobbin 2 on the front surface 7, and has a bobbin collar grip pawl 12 provided on the rear surface 10 of the stationary plate 9 via an actuator 11 and grips the collar 8 of the wire bobbin 2; and a slewing gear 5 which is elevatably suspended to a travelable suspension device 4, connected to the bobbin holding tool 3 via a support column 25 extending from the rear surface 10 of the stationary plate 9, and turns the wire bobbin 2 held by the bobbin holding tool 3 from a vertical state to a horizontal state or from the horizontal state to the vertical state.
