To efficiently use a fuel cell while an operation of traffic information equipment is continued even when disaster occurs.

A power supply controller 1 outputs backup power received from the fuel cell 3 to a general power distribution line L3. When disaster occurrence information is received from an information station 5, a disaster occurrence discrimining part discriminates that disaster has occured. A supply destination selecting part switches a supply destination of backup power to the general power distribution line L4 or a backup power distribution line L3. When traffic information equipment 2 detects power failure of commercial power on a commercial power supply line L2, it selects backup power, in place of the commercial power as operating power. A light-emitting part 24 performs light-emitting operation with backup power as the operating power.
