The plate cylinder for printing has the printing plate, a cylindrical inner pipe arranged inside the outer pipe, an inner pipe shaft for supporting and fixing the inner pipe, a liquid body supply means for supplying a liquid body to a space surrounded by an inner wall of the outer pipe and an outer wall of the inner pipe, and a sealing means arranged between the inner pipe shaft and the inner wall of the outer pipe to prevent leakage of the liquid body from the space surrounded by the inner wall of the outer pipe and the outer wall of the inner pipe. The plate cylinder for printing is used for the printer.
