To provide a printing plate, a printing plate cylinder and a printer which achieve printing with a coating film thickness thicker than heretofore.

The printing plate includes a cylindrical outer pipe having a large number of fine holes on the cylindrical face and a solid layer having a prescribed pattern larger than the fine holes on the outer surface of the cylindrical face of the outer pipe. The printing plate cylinder includes: the printing plate; a cylindrical inner pipe arranged inside the outer pipe; an inner pipe shaft for fixedly supporting the inner pipe; a liquid body supply that supplies a liquid body to a space surrounded with the inner wall of the outer pipe and the outer wall of the inner pipe; and a sealer that is arranged between the inner pipe shaft and the inner wall of the outer pipe and that prevents the liquid body from leaking from the space surrounded with the inner wall of the outer pipe and the outer wall of the inner pipe. The printer using the printing plate cylinder is also provided.
