To provide a device which efficiently generates and edits many process flows which are frequently changed.

This device is provided with a process flow editing means 1 and a management means 2, and a fundamental information management part 21 of the management means 2 separates information of process flows into progress flows consisting of plural progresses and work flows consisting of works constituting individual progresses to manage them. The process flow editing means 1 is provided with an editing lock management part 11 which prevents simultaneous editing with other editing workers at the time of process flow editing, a progress flow editing part 12 which edits progresses of progress flows, and a work flow editing part 13 which edits works of work flows. This progress flow editing part 12 copies a model progress in the management means 2 to generate a progress flow and adds, changes, or deletes this progress flow based on the model progress, progresses of other processes, or progresses of a process itself, and the work flow editing part 13 refers to a work recipe in a work recipe management part 23 to set information of works.
