PURPOSE: A compound with surface activating properties is added to the reaction system and a chloroformate is used to produce the titled compound used as a polymerization initiator of vinyl chloride monomer quantitatively in greatly shortened time.
CONSTITUTION: A chloroformate is used as a raw material for a liquid peroxydicarbonate wherein a surface active agent such as a cationic, anionic, nonionic or amphoteric one and a phase transfer catalyst, further a compound with surface-activating properties are added to the reaction system. As a cationic surface active agent, is used e.g., alkylamine salt, quaternary ammonium slat, as anionic one, e.g., fatty acid salt, alkyl sulfate ester, and amphoteric one, e.g., alkyl betaine. The amount of the surface active agent is about 0.01W15.0wt% based on the raw material.
