The reforming apparatus 1 is equipped with a mixer 2 in which a raw material gas and steam are mixed to produce a raw material-steam mixture, an auto-oxidation internal heating type reformer 3 in which the raw material-steam mixture is reformed to produce a hydrogen-rich reformed gas, and a supply passage 4 through which the raw material-steam mixture is supplied from the mixer 2 to the reformer 3. In the reforming apparatus 1, the mixer 2 is configured in such a manner that the reformed gas produced in the reformer 3 together with the raw material gas is sucked by the sucking force of steam to produce a raw material-steam-reformed gas mixture, and a desulfurization device 5 comprising a hydrogenation section 10 packed with a hydrogenation catalyst and a desulfurization section 11 packed with a desulfurization catalyst is provided in the supply passage 4.
