PROBLEM TO BE SOLVED: To give an impression to a user as if communication is kept with regard to activities concerned by executing a series of actions related to utterances based on the content of the utterances obtained from a user.
SOLUTION: This invention comprises a topic retrieval unit 360 for retrieving a utterance range matching a form element included in first form element information from each utterance range by comparing the first form element information composing the contents of the user's utterance and the utterance ranges, an operational order acquiring unit 371 for acquiring a first operational order related to the utterance range based on the utterance range retrieved by the topic retrieval unit 360 and driving units 610 to 650 designed to execute a series of actions corresponding to the first operational order obtained by the operational order acquiring unit 371.
